Iraq Signs Major Contract with BP to Develop Kirkuk Oil Fields

Iraqi Ministry of Oil Signs Contract for Development of Kirkuk Fields

Overview

On Monday, the Iraqi Ministry of Oil, represented by the North Oil and North Gas companies, entered into a significant development contract with BP aimed at advancing operations in four key oil fields in the Kirkuk region. This initiative is expected to enhance the nation’s oil and gas resources, positively impacting the federal budget’s financial framework.

Strategic Importance

The Ministry emphasized its commitment to maximizing state resources in oil and gas, which is anticipated to yield substantial contributions to Iraq’s overall financial capacity. The signing of this contract marks a pivotal achievement for both the Ministry and BP, particularly following a period of halted operations. The development and rehabilitation efforts will not only boost national production levels but also optimize gas recovery associated with oil extraction and enhance electric energy production.

Contract Details

The contract encompasses a thorough rehabilitation and expansion plan for the four Kirkuk oil fields, along with improvements to gas facilities overseen by the North Gas Company. Key fields involved in the contract include:

  • Hakkakkuk (also known as Baba and Afana)
  • Bay Hassan
  • Jumabur
  • Khabbaz

There is potential for further agreements to be established concerning additional fields as well.

Economic Implications

Jaafar Abbas Karim, administrative and financial advisor to the governor of Kirkuk, indicated that the partnership with BP is a crucial step forward for the Iraqi economy, particularly the region’s economic landscape. The agreement is expected to significantly enhance the operational capacity of the North Oil Company by increasing oil production and efficiently utilizing the byproduct gas from extraction processes.

Memorandum of Understanding

In August 2023, Prime Minister Mohammed Shia Sudani presided over the signing of a comprehensive oil memorandum between the Ministry of Oil and BP for the development of Kalcarok fields. The memorandum was signed by Haybab Al-Ghani, the Deputy Prime Minister for Energy Affairs and Minister of Oil, and Murray Osinchuk, the CEO of BP.

This collaboration underscores a strategic alignment to bolster Iraq’s energy sector and ensure sustainable development in oil production, aligning with the country’s broader economic objectives.
