Disability Salary Increase Tied to 2025 Budget Vote in Iraq

The Authority for Persons with Disabilities and Special Needs, operating under the Ministry of Labor and Social Affairs, has announced that any potential increase in salaries for individuals with disabilities will depend on the forthcoming vote regarding the 2025 budget schedules. Additionally, provisions enacted under Law No. 11 of 2024 emphasize the importance of training 5,000 individuals with disabilities in economic integration programs.

“In terms of salary increments for persons with disabilities, we are currently awaiting the vote on the 2025 budget schedules,” stated an Authority representative.

The representative elaborated that “Law No. 11 of 2024 introduces the first amendment to the Law of Rights of Disabilities and Special Needs No. 38 enacted in 2013. This includes several beneficial changes, such as extending the period of full-time functional employment from one year to two years and granting first-degree guardians (parents) the ability to assist more than one individual with disabilities, in accordance with the law.”

Additionally, the amendment proposes an increase in the full-time salary for persons with disabilities from 170,000 dinars to 250,000 dinars and introduces further advantages in the fields of education, including reduced fees.

The Authority reported that the number of registered individuals with disabilities on the “U” platform since its inception stands at approximately 600,000. These individuals have been classified based on disability type, residential areas, and proximity to service points to enhance the accessibility of support services.

Regarding vocational training and rehabilitation, Abdel Karim emphasized the Authority’s commitment to economic integration initiatives. He noted that “more than 5,000 individuals with disabilities have received training in various skills, including electronic marketing from home, sewing, and sales. The Authority remains dedicated to providing ongoing support and training designed to improve labor market opportunities for persons with disabilities and to promote their financial independence.”
