Baghdad’s 2025 Labor Plan: Empowering Youth Employment and Strengthening the Private Sector

Ahmed Al-Asadi, the Minister of Labor and Social Affairs, outlined the ministry’s strategic plan for 2025 on Monday. This initiative aims to address unemployment among youth, bolster the private sector, and amend Law No. 38 concerning Persons with Disabilities.

In a statement, Al-Asadi emphasized the ministry’s dependency on budget allocations to enhance the services it offers, expressing hope for increased funds to broaden its beneficiary base. He reported that the ministry currently provides social welfare support to approximately 2.2 million families, translating to around 7.6 million citizens.

Additionally, the minister noted that 400,000 individuals now receive full-time salaries. Furthermore, over 13,000 beneficiaries have been granted soft loans ranging from 20 to 50 million dinars to facilitate project development.

Regarding the 2025 plan, Al-Asadi stated that it will focus on two key areas: first, to invigorate the private sector and generate job opportunities for unemployed youth; second, to continue efforts in amending the 38th Law on Persons with Disabilities and Special Needs. There are also plans to transition some current social welfare beneficiaries into roles within ministries and other government agencies, similar to past transfers to the Ministries of Interior and Justice.
