Sulaimani’s Non-Oil Revenue Drops to 53 Billion Dinars

Non-Oil Revenue Analysis for Sulaimani and Halabja Provinces

According to data from the transparency website dedicated to tracking non-oil revenues in the Sulaimani and Halabja provinces, the total revenue for the first month of this fiscal year stands at 53 billion and 961 million dinars. This figure represents a significant decline of 10 billion dinars compared to the same time last year.

The aggregate revenue for Sulaimani, Halabja, and the autonomous administrations of Garmian and Raperin from December 25, 2024, to December 25, 2025, totaled 53 billion 947 million 961 thousand dinars. This marks a decrease of approximately 10 billion dinars compared to the previous year’s figures for the same period.

In contrast, the non-oil revenue reported for the region from December 25, 2023, to December 25, 2024, amounted to 63 billion 739 million 491 thousand dinars.

Analysis of the collected revenue reveals that 84% was in cash, 11% was gathered through weapons, and 5% was attributed to smooth transactions.

The transparency initiative categorizes all revenue collected in Sulaimani into six distinct treasury categories, each encompassing various government offices and institutions.

The sectors contributing most significantly to the overall revenue include taxes, as well as fees for water, electricity, customs duties, vehicle transactions, real estate registration, and corporate taxes.

On December 15, 2022, Gubad Talabani, Deputy Prime Minister of the Kurdistan Regional Government (KRG), inaugurated the transparency website aimed at enhancing public accountability.

The transparency platform comprises eight components and is overseen by the office of the Deputy Prime Minister, with the mandate of “systematizing and digitizing citizen services within government institutions.”
