Iraq’s 2025 Budget: 216 Trillion Dinars Awaiting Parliamentary Approval

Ikhlas Al-Dulaimi, Vice-Chairman of the Parliamentary Finance Committee, announced today that the government aims to submit the budget schedules within the next two months, emphasizing that the total value of the 2025 budget is set at 216 trillion Iraqi dinars.

Al-Dulaimi noted, “The Ministry of Finance has yet to provide the 2025 budget tables to the Council of Ministers, despite the fact that submission was expected by October 2024, as stipulated by the Financial Management Law, to allow for approval before the new year commences.”

She elaborated, “The overall budget amount stands at 216 trillion dinars, with actual expenditure projected to reach 160 trillion dinars.”

Al-Dulaimi indicated that “it is unlikely that the tables will be sent to the House of Representatives within the next two months,” adding that “the Ministry of Finance has not yet finalized their preparation, which could postpone budget approval in the context of the upcoming elections.”

In February, the Iraqi Council of Representatives voted in favor of the draft law for the first amendment to the Federal Public Budget Law of the Republic of Iraq for the financial years 2023, 2024, and 2025, identified as Law No. 13 for the year 2023.
