Challenges in Passing Budget Law Amendments in Iraq
The deputy from the Iraqi parliament, Kazem Al-Fayyad, has expressed concerns regarding the complexities involved in amending the budget law. Speaking on Wednesday, Al-Fayyad characterized the situation as “dialectical,” highlighting the significant divisions present within the parliament regarding the proposed amendments. He noted that the budget law, submitted by the Iraqi government, faces substantial challenges in securing passage in upcoming parliamentary sessions.
Al-Fayyad emphasized that there is considerable dissent among deputies from major blocs and parties, indicating that a broad political consensus is essential for moving forward with the amendments. He mentioned that the controversial adjustments require comprehensive political agreement in order to successfully enact the three dialectical laws recently voted on by the parliament.
During the House of Representatives session on Sunday, January 19, incidents of quorum disruption were reported as deputies exited the hall following a vote on a specific clause in the Federal Budget Law. Notably, Article 12 of the draft budget includes provisions for compensating the Kurdistan Regional Government for the expenses related to the production and transportation of oil extracted within the region.
