Iraq Climbs 17 Ranks in Soft Power Index: Key Insights

On Saturday, Mazhar Muhammad Saleh, the Advisor to the Prime Minister for Financial Affairs, announced that Iraq has moved up 17 positions in the soft power index for 2025, marking a significant leap from its previous ranking in 2023. This improvement is attributed to advancements in governance and infrastructure, showcasing a notable enhancement in the internal stability of the country.

Saleh highlighted that Iraq’s rise to the 98th position globally in the Soft Power Index for the year 2025 is a crucial milestone achieved during a transitional phase between the end of 2023 and the conclusion of 2024. This represents a substantial improvement from the 116th position held in the previous year, indicating a period of significant progress and stability for the nation.

This acceleration in soft power ranking reflects various indicators measured by global organizations that gauge a nation’s influence beyond military strength. Key determinants include cultural exchange, diplomacy, education, values, and innovation.

One of the most significant factors contributing to Iraq’s enhanced soft power is its improved international reputation, particularly in diplomatic relations. Increased global engagement and the strengthening of Iraq’s international image are credited to its prosperous foreign relations and the democratic environment that has facilitated these developments.

Saleh noted that Iraq has experienced considerable political and security stability recently, which has mitigated internal conflicts that traditionally posed challenges to the nation’s image on the world stage. This backdrop has bolstered Iraq’s soft power, allowing the country to strengthen its global presence effectively.

The government’s proactive approach toward infrastructure development and the enhancement of essential services, particularly in security and digital sectors, underpins this progress. The implementation of the 2024-2028 development plan commits to sustainable development and environmental stewardship, characterized by a strategic partnership between the public and private sectors, further enhancing the investment landscape.

Additionally, Iraq’s civilizational and cultural renaissance has positioned Baghdad as a burgeoning center for tourism and culture, reflecting the rich historical legacy of the Mesopotamian Valley spanning over 7,000 years. This cultural revival, alongside a commitment to preserving national heritage and diverse ethnic identities, has positively contributed to societal diversity and its global perception.

Despite these advancements, challenges remain, particularly concerning economic diversification and the transition away from a rentier economic model. Saleh affirmed that the government is diligently addressing these issues through comprehensive economic development initiatives that align with the prevailing economic, social, and political philosophies in Iraq, working continuously to foster a prosperous and resilient future.
