The European Commission is poised to promptly introduce proposals aimed at easing budgetary constraints, thereby enabling member states to enhance their defense spending, as indicated by Valdis Dombrovskis, the European Union Commissioner.
“It is evident that we must act swiftly regarding the expenditure of member states and explore additional flexibility. We anticipate working on procedural measures in the forthcoming weeks to ensure readiness for immediate action,” Dombrovskis stated prior to a meeting of EU finance ministers in Brussels on Tuesday.
Ursula von der Leyen, President of the European Commission, recently mentioned that the Commission would propose exempting the defense sector from EU governmental spending restrictions, in light of increasing pressure from U.S. President Donald Trump for Europe to self-fund its defense.
Von der Leyen remarked that lifting restrictions on military expenditure would align with the rationale applied when borrowing limits were removed during the COVID-19 crisis.
However, not all European governments have endorsed this proposal thus far, asserting that the defense sector is already adequately addressed within existing regulations.
Poland, which currently holds the rotating presidency of the European Union and thus sets the bloc’s agenda, expressed earlier this month that the prevailing interpretation of defense investment—restricted solely to equipment like tanks or aircraft—represents a severely limited perspective.
Polish Finance Minister Andre Domski stated today that he firmly believes it is possible to increase defense spending without compromising the integrity of the EU’s financial rules.
“Credibility is indeed crucial,” he emphasized. “It is essential to define these matters with precision, allowing countries that wish to allocate additional funds to do so without breaching these fiscal regulations. Europe must enhance its expenditure in this area, and we need to approach our security and defense with greater seriousness.”
