Customs Automation Project: 93% Complete, Boosting Transparency

The General Customs Authority has announced the successful completion of 93 percent of the first phase of its comprehensive automation initiative. While the second phase is on track for completion by mid-2026, officials have emphasized that the new electronic acyda system is poised to significantly enhance transparency and mitigate instances of corruption.

The automation and modernization project comprises three phases, with the first phase nearing completion. Currently, the second phase is 33 percent complete and is expected to reach its conclusion in mid-2026. The third phase, focused on establishing a one-window system, will be implemented progressively.

This state-of-the-art automation system reflects global standards and is modeled after systems in various countries, notably the Skoda system, which operates under the auspices of the United Nations Conference on Trade and Development (UNCTAD). This initiative is anticipated to enhance customs operations in alignment with World Trade Organization (WTO) standards, thereby strengthening the national economy and curtailing corruption and manipulation.

Al-Ubaidi highlighted the significant backing received from Prime Minister Mohammed Shia Sudani and Minister of Finance Taif Sami, noting their critical support in securing funding and establishing foundational plans that have allowed for substantial progress in project implementation.

Moreover, the implementation of the Escuda system, which relies on an electronic governance framework already utilized by 180 countries globally, will position Iraq to ultimately join the World Trade Organization, the principal sponsor of this endeavor.
