Budget Schedules Expected in Parliament This Month: Key Insights

On Tuesday, the Finance Committee of the House of Representatives indicated that the budget schedules are anticipated to be submitted to Parliament by mid-month, emphasizing the necessity for promotions to advance following parliamentary approval of these schedules.

Atwan Al-Atwani, the chair of the Finance Committee, remarked in a recent discussion that the halt on deletions and developments within state institutions stems from budget provisions that entail suspending appointments and reallocating job grades to the Ministry of Finance rather than utilizing them for new appointments. This situation has resulted in a challenge, as it hampers the ability to fulfill the staffing needs of institutions and to employ unemployed graduates. He further noted, “We are currently awaiting the budget schedules to be presented to Parliament, which include stipulations that prohibit appointments under any system, whether daily wage, contractual, or otherwise. Instead, the contracts pertain to employees whose salaries are provided by the government through various ministries and institutions, and these do not constitute new appointments but rather confirmations of existing roles.” Al-Atwani indicated that communication with the Ministry of Finance is ongoing, and a formal response from the State Council is awaited to clarify this distinction, as there is a significant difference between new appointments and confirmations of current employees. He advocated for the installation of individuals on the job ranks within this framework.
Regarding promotions, Al-Atwani emphasized that these should proceed following parliamentary approval of the associated tables. He anticipates that the government will submit these tables either by mid-month or prior to the end of this month to address these pressing issues.
