Baghdad Announces 5% Residential Land Allocation for People with Disabilities: A Step Toward Inclusion

The Ministry of Labor and Social Affairs has announced a mandate for governorates to allocate 5 percent of residential lands for individuals with disabilities. This initiative, which aims to develop accessible model buildings, is set to be implemented over the period from 2025 to 2029.

The head of the Ministry of Disabilities and Special Needs Authority stated that significant progress is anticipated in advancing the rights of individuals with disabilities this year. The ministry is engaging local governments and civil society organizations to ensure compliance with the disability rights law, in alignment with international benchmarks.

According to the law, the allocation of 5 percent of residential lands is specifically aimed at supporting individuals with disabilities through regulated credit standards. The designs for the model buildings will focus on meeting the distinct needs of this population over the specified timeline from 2025 to 2029.

Abdul Rahim further elaborated that the initiative includes monitoring development budgets to facilitate service projects targeted at this demographic, commencing this year, based on official disability statistics per governorate. Moreover, there is a necessity to streamline processes for individuals with disabilities to facilitate the fulfillment of their official transactions.

Abdul Rahim also emphasized ongoing collaboration with the Ministry of Construction and Housing. This partnership aims to allocate a portion of housing units in Baghdad and other governorates specifically for individuals with disabilities and special needs.
