The Federal Integrity Commission has announced the apprehension of 27 employees from the Municipal Directorate of Tikrit due to their involvement in the fabrication of repair receipts, which facilitated unauthorized financial transactions.
According to the Commission’s statement, a team from the Salah al-Din Investigation Office, under the direct supervision of the judge of the Integrity Court in Salah al-Din, uncovered 1,650 fraudulent links related to the maintenance and repair of municipal equipment for the period spanning 2020 to 2024. These fictitious receipts were orchestrated by committee heads, members, and the storekeeper, all of whom were detained under a judicial order.
The Commission further elaborated that after compiling witness statements and cross-referencing information, investigators extended their operations to Baghdad and Kirkuk, in addition to the districts of Tikrit and Samra, to seize the alleged fraudulent receipts from local businesses. The fabricated transactions included 211 fake receipts in 2020, 280 in 2021, 336 in 2022, 611 in 2023, and 212 for 2024. Consequently, these efforts resulted in the disbursement of payments benefiting the accused, ultimately uncovering the original exchange transactions.
A comprehensive report was generated, which included evidence and the criminal materials confiscated during the operation. This report was presented to the judge of the Integrity Investigation Court in Salah al-Din, who subsequently ordered the arrests under the provisions of Article 340 of the Penal Code.
